“energy & utility consulting” (euc) was founded by Dr. Bernd Kalkum in spring 1998. He is a public utility and heating expert with more than 16 years of experience in the energy sector of Central and Eastern Europe and six years of experience in the Serbia district heating sector. He served 12 years in the public utility sector (natural gas, electricity, and district heating) as head of the corporate planning department and later as head of the international consulting division. He also served six years in an engineering company (heat recovery, heat pumps and transformers, power plants).

euc has acquired expertise in various areas:

• Economic and financial analysis in the district heating sector;

• Feasibility studies and procurement;

• Regulation and legislation of the energy sector;

• CHP pricing in liberalized markets;

• Price and tariff design;

• Restructuring and privatizing the energy sector;

• Strategies for the development and rationalization of district heating sectors;

• Local and regional energy planning (Least Cost Planning, Integrated Resource Planning, Demand Side Management);

• Management of larger and complex projects, coordination and management of IFI projects (e.g. The World Bank, EBRD, KfW, USAID).

euc has been engaged since 2003 on behalf of the World Bank as adviser for the “heat reform” to the Chinese Government (Ministry of Construction) comprising tariff setting, consumption based billing, heat regulation and preparation of a Chinese heat. Based on this, consumption-based billing has been implemented in Tianjin and is now being copied by several other cities. Besides that, euc is also engaged in China as advisor for the preparation of feasibility studies of various investment programs in the heating sector resulting in a loan volume of € 300 million. In Mongolia euc is advisor to the Energy Regulatory Agency.
